Launch of the 2026 Prevention and Eco-design Plans (PPE) collect campaign

We would like to remind you that, under Article L 541-10-12 of the AGEC Act, all producers must draw up and implement a Prevention and Eco-design Plan setting out the actions and objectives aimed at reducing the use of non-renewable resources, encouraging the use of recycled materials and improving the recyclability of new products.

The plan must be reviewed at least every five years, incorporating an assessment of the previous plan, and must now be submitted directly online via the e-ecodesign tool.

New regulatory requirements for producers placing products on the French market and based outside France

Since 10 July 2026 (Article L. 541-10-9-1 of the Environment Code), all producers placing products on the French market and established outside France (within the European Union or outside the EU) a re required to appoint an authorised representative established in France in order to comply with their obligations under Extended Producer Responsibility (EPR). This measure applies to all EPR sectors.

Terms of the mandate

The authorised representative must :

  • be a natural or legal person established in France ;

  • be appointed by a written mandate ;

  • assume all the EPR obligations of the producer concerned.

The mandate entails a genuine transfer of EPR-related responsibilities from the producer to the authorised representative.

Who is affected ?

  • Producers based outside France (within or outside the EU)

  • Marketplaces not based in France

Producers based in France are not affected.

Are you affected ? We will be in touch very soon to explain the steps you need to take to ensure compliance.

My REP Journey : Eco-Op’s new service to support producers

Eco-Op is a cross-sector operational alliance for Extended Producer Responsibility (EPR), set up by the environmental organisations Batribox, Ecologic and Soren. Its mission is to develop shared services to help producers and market placers better understand their obligations, identify the procedures applicable to their business and navigate the compliance process more easily.

As part of this initiative, Eco-Op is launching ‘Mon Parcours REP’ (in partnership with Twiice), a free information and guidance portal designed to guide businesses through every stage of their EPR journey.

With "Mon Parcours REP", you can :

  • understand the key principles of EPR and the obligations of producers;

  • identify the sector(s) likely to apply to your products;

  • identify the main steps towards compliance;

  • access an FAQ section and be directed to the right points of contact.

The service also includes practical information on using an EPR representative where the company’s situation requires it.

With this new entry point, Eco-Op reaffirms its objective : to make EPR more accessible and to simplify the process for producers and market placers.

"Mon Parcours REP" has been available free of charge since 1 October 2026.
